Emerton was asked to assess the  required steps to develop infrastructure capacities for the European H2  market, with a focus on the evaluation of the conversion dynamics from oil  infrastructure to H2.

Outcome

Delivery of a decarbonization-focused  strategic plan for the conversion, construction, and financing of the future  European H2 infrastructure.

Our approach

Step 1: Role of oil transport  infrastructure in H2 market development

-  Forecast of gas (fossil and  biomethane), liquid fuels (fossil and low carbon), and H2 demand up to 2050

-  Implications in terms of  possibility and time horizons for the conversion of existing oil and gas  infrastructures

-  Evaluation of the required  capacities to-be-built and deep-dive into possible pathways (e.g., cost  analysis considering ‘rights of way’)

 

Step 2: Role of oil storage  infrastructure in the development of H2 market

-  Detailed analysis of H2 storage  volumes until 2030 and 2050

-  Evaluation of several  infrastructure conversion/construction approaches

-  Synthesis on oil infrastructure  operators’ role for development of future H2 network in Europe  

 

Step 3: Evaluation of financing options  and decarbonization roadmaps

-  Estimation of the required  investments in H2 infrastructure and analysis of the associated investment  risks

-  High-level assessment of  decarbonization pathways for 5 industries, considering H2 and CO2 capture and  usage or storage (CCUS) options

-  Formalization of final  recommendations
